Huge Gowerton solar farm takes major step forward after UK Government funding award

The Parc Caenewydd scheme has been handed a guaranteed price for the electricity it would generate if it goes ahead. The award came as part of a national clean‑energy auction published today, which confirmed a 44‑megawatt solar farm submitted by Infinis (Gowerton) Limited had been successful.

The funding deal makes the project more financially attractive to developers, but it does not give the green light for construction. The plans are still being examined by Welsh Government planning inspectors, and the final decision will be made by ministers in Cardiff, not Swansea Council.

The proposal has already sparked strong local reaction.

Swansea Council’s cabinet member for environment, Cllr Andrew Stevens, who is also a local farmer, has spoken out against the development. But because of its size, the council has no power to approve or reject it. The application is being handled as a Development of National Significance, meaning Welsh Ministers will make the final call.

The solar farm would cover fields between Gowerton, Garden Village, Waunarlwydd and Fforestfach. It has already been through several rounds of consultation and remains one of the most debated planning proposals in Swansea.

UK ministers said today’s auction marked a major moment for clean energy across Wales and the wider UK.

Energy Secretary Ed Miliband said the results showed clean British power was now significantly cheaper than gas.

“These results shows once again that clean British power is the right choice for our country, agreeing a price for new onshore wind and solar that is over 50% cheaper than the cost of building and operating new gas.

“By backing solar and onshore wind at scale, we’re driving bills down for good and protecting families, businesses, and our country from the fossil fuel rollercoaster controlled by petrostates and dictators.

“This is how we take back control of our energy and deliver a new era of energy abundance and independence.”

Welsh Secretary Jo Stevens said Wales was leading the way on clean energy.

“Wales is at the forefront of the clean energy revolution and today’s results have delivered a record-breaking number of new solar and onshore wind projects for Wales.

“This follows the recent announcement of a contract for Awel y Môr fixed offshore wind farm in North Wales, and Erebus floating offshore wind farm off the coast of Pembrokeshire and shows that renewable energy is delivering good well-paid jobs in every part of Wales, helping to grow our economy and drive down household bills.”

Energy Minister Michael Shanks said the UK had now secured the most homegrown clean power in its history.

“Today’s results, combined with last month’s record-breaking offshore wind results, clearly show that we have secured the most clean, homegrown power in British history, putting the country firmly on track to meet our clean power mission and bring down bills for good.

“These results also show once again that clean, homegrown power is the right choice for Wales, with the first offshore wind project, Awel y Môr in over a decade and a record number of Welsh solar projects – at a price significantly cheaper than the cost of building and operating new gas.”

Chris Stark, head of the Government’s Mission Control team, said the results would strengthen the UK’s energy security.

“Today’s record results are another boost for Britain’s 2030 clean power mission. They mean more homegrown power, greater energy security, at a good price for the consumer. With each new solar and onshore wind project we reduce Britain’s reliance on gas power plants, insulating families from the next spike in global gas prices.”

For residents living near the proposed site, the key point remains unchanged: the project has secured funding, but it has not secured permission. The planning decision is still to come, and today’s announcement is likely to reignite debate over one of Swansea’s most controversial developments.

Plans unveiled for major new solar farm above Port Talbot

A project big enough to light up a town

Qualitas Energy says the solar farm would generate up to 40 megawatts of electricity – enough for around 10,770 homes.

The consultation runs until 24 October, with details online at porttalbotsolar.wales. Two public drop‑in events are planned:

  • Thursday 16 October, 11am–2pm at Aberafan Shopping Centre, Port Talbot
  • Thursday 23 October, 3pm–7pm at Margam Community Centre

Why Margam Mountain has been chosen

The site sits high on Margam Mountain, east of the M4 and north of Margam Country Park. Developers say it is well suited because it already has a grid connection on site, meaning the project could plug straight in without the need for new pylons or overhead lines.

It also lies next to the Mynydd Brombil Wind Farm, a four‑turbine scheme generating around 14MW. Qualitas Energy argues that clustering renewable projects where grid capacity already exists makes sense.

The plateau is largely hidden from view by mature woodland, and the land is not classed as prime farmland. Sheep would continue to graze between the panels, while new planting and habitat creation are promised to boost biodiversity.

Protecting heritage while building for the future

The site falls within the Margam Mountain Historic Landscape, close to listed buildings and scheduled monuments. The company says it will look at repairing old walls, replanting hedgerows and installing information boards to explain the area’s wartime radar station, aiming to show that heritage and renewable energy can sit side by side.

Traffic worries on local roads

One of the biggest concerns for residents is likely to be construction traffic, particularly through the village of Bryn. Qualitas Energy says it will consult on haul routes and timings and prepare a Construction Traffic Management Plan to reduce disruption.

Once the solar farm is up and running, traffic would be minimal – just a couple of van visits each month for maintenance.

How the plans will be decided

The application will be submitted under the Town and Country Planning Act, meaning the decision will rest with Neath Port Talbot Council. This consultation is the first step, with a more detailed Pre‑Application Consultation expected in 2026 before a full planning application is lodged.

A developer with other major Welsh schemes

Qualitas Energy is already behind another large solar proposal in Carmarthenshire. The company is currently consulting on the Heol Ddu Solar Farm, a 90.5‑hectare development on farmland east of Ferryside, around 4km north of Kidwelly.

That scheme, like the Port Talbot plans, would generate up to 40MW of renewable electricity – enough to power around 10,770 homes. Developers say it could meet the combined needs of communities including Kidwelly, St Ishmael, Trimsaran, St Clears and Carmarthen.

The fact that both projects are designed to deliver the same scale of output underlines the size of the Port Talbot proposal, and shows how South West Wales is becoming a focus for large‑scale solar development.

A wider debate across South Wales

The Port Talbot scheme is the latest in a series of solar projects across the region. In Bynea, Carmarthenshire, campaigners are fighting a 120‑acre proposal they say would damage farmland and a wellbeing sanctuary. In Swansea, the council is backing a solar farm expansion on the former Tir John landfill site, which could become nationally significant.

These examples show how solar power divides opinion – seen by some as vital for tackling climate change, and by others as a threat to landscapes and communities.

"A contract secured by Orsted for a new solar development has the potential to generate power for every second home in Wexford.

"Orsted has secured a contract to operate its biggest Irish solar development to date with approval for a project in Lodgewood in Co Wexford.

"The Lodgewood contract was awarded to Orsted as part of the Government’s fifth onshore renewable energy support scheme (RESS5) auction. The RESS is an auction-based scheme which invites energy projects to compete for contracts to provide electricity at a guaranteed price for up to 16 and a half years. Project approved under #RESS5 must be operational by December 31, 2030.

"A total of 18 #solar projects and five onshore #wind projects were cleared in the auction. Lodgewood is Orsted's third solar project in three consecutive years to be awarded a government contract. It is envisaged the development will be operational in 2028.

" 'At 109MW, Lodgewood marks our biggest solar development in Ireland to date with capacity to generate enough renewable power for over 34,000 homes, equal to every second home in County Wexford,' said Orsted vice president of onshore for Ireland and UK, TJ Hunter.

" 'In addition to Lodgewood, we currently have two solar farms under construction, and a strong near-term pipeline of solar at over 800MW. If we are to ultimately achieve a secure energy supply for Ireland, solar energy is a fundamental piece of the jigsaw. We will continue to look at opportunities for solar projects in Ireland to help the government achieve its 2030 target of 8GW of solar energy.'

"Orsted already has solar projects under construction in Garreenleen in Carlow and Ballinrea, between Douglas and Carrigaline in Co Cork. The Ballinrea 55MW development will produce enough electricity to power the equivalent of 16,000 homes. Both are expected to be fully operational by 2026.

"Orsted's Irish operations are based in Cork city. The Danish-headquartered firm has invested around €800m in Ireland."

Petition launched against 120‑acre solar farm plan for Bynea

Windel Solar 11 Ltd intends to submit a Developments of National Significance (DNS) application to Planning and Environment Decisions Wales (PEDW) for the Pencoed Ganol Solar Farm, east of Pendderi Road.

The pre‑application proposals cover around 120 acres of farmland and include ground‑mounted solar panels, a grid connection hub, inverters, underground cabling, fencing, CCTV, internal tracks, landscaping and the demolition of existing farm buildings. The company says the site would operate for 40 years before being returned to agricultural use.

Windel Solar 11 Ltd, a subsidiary of Windel Energy and Recurrent Energy, says the scheme would cut greenhouse gas emissions, retain and enhance existing trees and hedgerows, and create local jobs during construction and operation.

Community opposition

A petition launched by Reform councillor Michelle Beer argues the development would “transform 120 acres of fertile, productive farmland into a sprawling solar installation” at the expense of Bynea’s “health, safety and heritage”.

Concerns listed in the petition include:

  • Glare from panels affecting Wales Air Ambulance operations
  • Noise and land conflict threatening the closure of Brynteg Farm Wellbeing Sanctuary, which supports children with Additional Learning Needs, disabled residents and mental health charities
  • Disruption to residents with sensory impairments
  • Risks from historical mining activity
  • Increased heavy vehicle traffic on narrow roads
  • Loss of farmland and visual impact on the landscape

The petition calls on PEDW and Carmarthenshire County Council to reject the application.

Fears for local sanctuary

Brynteg Farm and Wellbeing Sanctuary borders the proposed site. Co‑owner Zara John said: “We have been praised for our tranquil environment and animal‑focused therapies… However, we are facing closure if this solar farm is built. Firstly there will be noise from the construction period, then once built there will be high security fencing, CCTV, the solar farm will be right up to our boundary, behind our stables.”

She added: “We are the only facility of its kind in our area… these land conflicts and noise pollution… means we would have to close. We are urging everyone to sign the petition against this solar farm.”

Political backing for campaigners

Bynea Labour county councillor Deryk Cundy said: “If this goes ahead it will have major implications on the whole of Bynea, with a build time of at least a year for over 65,000 solar panels… Imagine the noise and dust from the build itself and the background noise of the hum from the generators at the solar farm for many who will be living next door to this monstrosity. I and other campaigners are not against solar energy, it is just that this location is totally unsuitable for a development of that kind.”

Recently elected Reform county councillor for Llangennech, Carmelo Colasanto, is also supporting the campaign.

Developer’s position

On its website, Windel Solar 11 Ltd says the project will provide local renewable energy, support biodiversity through native planting, and contribute to the local economy. The company has been asked to respond to the concerns raised.
