Units of the #Ministry of Interior have begun entering and deploying on the ground in the countryside of the city of #Ayn al-Arab in northeastern #Aleppo Governorate, as part of the implementation phase of the agreement concluded between the #Syrian government and the #SDF.

The moment #Syrian security forces entered the #city of Al-Hasakah.

EXCLUSIVE: I obtained a text of the agreement between #Syrian government and the #SDF dated 29 of Jan, which the press statement was based.
- It includes 14 clauses and four phases to be implemented over the course of one month, in addition to a fifth phase that includes permanent commitments between the two sides:

1.Declaration of a permanent and comprehensive ceasefire and the cessation of all arrests and raids based on recent events, while continuing the protection of ISIS prisons by the Syrian Democratic Forces (SDF), in addition to providing full logistical support for the ongoing evacuation operation.
2.Military withdrawal of SDF forces from the cities of Hasakah and Qamishli to the agreed military barracks, in exchange for the immediate withdrawal of the Syrian army to the town of Al-Shaddadi, south of Hasakah.
Transfer of the Rmeilan and Al-Suwaydiyah oil fields and the integration of civilian employees by the Ministry of Energy.
3.Formation of a military division for Hasakah Governorate by the Syrian Ministry of Defense, with the integration of SDF forces into three brigades.
4.Integration of the military force in Kobani into a brigade affiliated with a military division in Aleppo Governorate.
5.Entry of 15 security vehicles into each of the cities of Hasakah and Qamishli to enhance security and stability, and the start of the process of integrating SDF security forces into the Ministry of Interior.

6.Appointment of local officials:
oAppointment of a governor for Hasakah nominated by the SDF.
oAppointment of a provincial security chief nominated by the Syrian government.
oAppointment of a deputy minister of defense nominated by the SDF.
7.Transfer of vital sites:
oTransfer of the Rmeilan and Al-Suwaydiyah oil fields and integration of civilian employees by the Ministry of Energy.
oTransfer of Qamishli Airport to the Civil Aviation Authority.
8.Dispatch of a team from the Land Border Crossings Authority to the Semalka crossing and the Nusaybin crossing to formalize civilian staff, prevent the use of crossings to bring in weapons and foreigners from outside the borders, and immediately activate the crossings.
Ensuring the return of all displaced persons to their cities and villages, and appointing local officials within the civil administrations in those areas.

The months-long standoff between the #SDF and the #Damascus government turned in the government’s favor on Sunday when #Arab tribes in the provinces of Raqqa and Deir Ez-Zour—who had for years been close allies of the SDF in its fight against ISIS—defected to the government and turned their guns on their former comrades. In response, the SDF rapidly withdrew from these largely Arab provinces and established their line of defense further north in the #Kurdish heartlands of Qamishli, Kobani, and Hasake.
