<p>A new year is upon us, and with it comes a piece of good news in a sector often beleaguered by problems of all kinds: a historic global treaty to safeguard biodiversity in the high seas <a href="https://www.rappler.com/world/global-affairs/united-nations-biodiversity-treaty-enters-force-january-2026/">came into effect</a> last January 17.</p>



<p>Known as the <a href="https://www.unep.org/resources/agreement-marine-biological-diversity-areas-beyond-national-jurisdiction-bbnj-agreement">Agreement on Marine Biological Diversity of Areas Beyond National Jurisdiction</a> (BBNJ Agreement), it provides a legally binding global framework for the conservation and sustainable use of marine biodiversity in the high seas, contributing to a separate <a href="https://www.cbd.int/article/cop15-cbd-press-release-final-19dec2022">global commitment</a> to protect 30% of the world’s biodiversity by 2030. As of this writing, <a href="https://www.protectedplanet.net/en/thematic-areas/marine-protected-areas">only 9.61%</a> of it is protected.</p>



<p>Archipelagic Philippines is a <a href="https://rplr.co/49Lg7dC">signatory</a> to the BBNJ Agreement and ratified it last September. Back <a href="https://www.rappler.com/philippines/increase-protected-areas-2030-our-ocean-conference-2024/">in 2024</a>, during an international conference in Athens, the country also mentioned an initial roadmap that projected an area coverage of 18.5% of terrestrial and 16% of marine protected areas.</p>

With a #seedling #propagation zone, a #NativeSeed cleaning station, a fruit and nut #orchard, and interpretive walking trail. More than just a garden, it serves as a ‘cultural learning hub’—fostering pride and offering a comprehensive setting for community events, educational programs, and vocational training opportunities. With funding from #OneTreePlanted, the tree planting will also help #restore #NativeVegetation and improve habitat for threatened species including the Southern Hairy-nosed #Wombat. 


Aligned with the South Australian Department for Education’s Aboriginal Education Strategy, the project aims to inspire engagement, Cultural pride, and environmental responsibility among First Nations students. It focuses on educational outcomes and how Cultural activities can play in enhancing social and academic competence among First Nations students."

<p class="has-drop-cap">It’s an acronym you hear all the time in the news.</p>



<p>Public Works Secretary Vince Dizon said no flood control project will proceed <a href="https://www.rappler.com/philippines/vince-dizon-environmental-compliance-certificate-flood-control-project/">without an ECC</a>. Monterrazas de Cebu <a href="https://www.rappler.com/philippines/visayas/video-monterrazas-cebu-denr-violations/">violated</a> conditions in its ECC, the environment department found. In Padre Faura early November, climate advocates called out the lack of transparency on environmental documents — including the ECC — of certain projects.</p>



<p>What’s an ECC anyway and why is it important? Who gets one and how?</p>



<p>The process in a glance: The ECC is short for “environmental compliance certificate.” A project proponent gets one after conducting an environmental impact assessment (EIA).</p>



<p>This process is known as the Philippine Environmental Impact Statement (EIS) System, established under <a href="https://emb.gov.ph/wp-content/uploads/2015/09/PD-1586.pdf">Presidential Decree 1586</a> in 1978.</p>



<p>What’s the system for? The EIS system sought to reconcile the potential environmental degradation that comes with infrastructure and industry development.</p>

<p>ZAMBOANGA SIBUGAY, Philippines – The <a href="https://rsis.ramsar.org/ris/2552">Sibugay Wetland Nature Reserve</a> has been named the newest East Asian-Australasian Flyway Partnership (EAAFP) Flyway Network Site (EAAF 160), a recognition that places Zamboanga Sibugay province at the forefront of international migratory bird conservation.</p>



<p>The conferment was announced on November 10 during the 12th EAAFP Meeting of Partners in Lapu-Lapu City in Cebu province.</p>



<p>Georgina Fernandez, the focal person for the Ramsar Site at the Department of Environment and Natural Resources (DENR), said the inclusion is significant and adds to its previous <a href="http://2 more Mindanao wetlands now on Ramsar global conservation list">designation as a Ramsar site</a>. The Ramsar designation refers to wetlands listed under the Ramsar Convention, an international treaty for the conservation and sustainable use of wetlands.</p>
