#campinghack -- You can use a light sleeping bag as a blanket or "quilt" by either fully unzipping it or partially unzipping it as you please.

If you find the hood annoying, spend $1 and put some velcro on it and the bag so it's folded back and VOILA!

Then, when you need extra warmth, you can zip it back up and use the hood.

If you're on a budget, this is a needless expense.
