#ResearchAssessment

2026-02-14

Today is the 24th birthday of the Budapest Open Access Initiative.
budapestopenaccessinitiative.o

Best known for catalyzing the #OpenAccess movement in 2002, the BOAI has been continuously active and formed a nonprofit organization just last year.
budapestopenaccessinitiative.o

See the org's progress report on its first year.
budapestopenaccessinitiative.o

The latest version of the BOAI recommendations is its 20th anniversary statement.
budapestopenaccessinitiative.o

In contrast to the earlier BOAI statements, which made many recommendations, the 20th anniversary statement deliberately focuses on a small number of top priorities:

1. Adopting #OpenInfrastructure
2. Reforming #ResearchAssessment
3. Moving away from #APCs
4. Moving away from #ReadAndPublish agreements.

I'm proud of my contributions to #BOAI (2002), #BOAI10 (2012), and #BOAI20 (2022), and honored to serve on the org steering committee.

Happy #ValentinesDay to all who work for #OpenAccess worldwide.

Without mentioning any consideration of the damages the current #genAI tools are having on our societies and democracies? Sigh.

Also, this does not address the underlying issues of the way that the current #ResearchAssessment and funding is driven by neoliberal values. Something of which these blogposts also reek off..

Conflating "Responsible Metrics" with "Responsible Assessment" is a common strategic error in research management.

Responsible Metrics focus on data sources and quantification (the technical side). Responsible Assessment focuses on institutional processes, ethics, and people (the political/governance side).

Adopting better data tools (like OpenAlex) without reforming decision-making cultures is not a solution. It is often just a way to make the same mistakes using better data.

My latest analysis on why this distinction is critical for policy design: copdeb.com/2025/12/22/diferenc

Bogota Manifesto:
Towards an Open, Democratic and Socially Relevant Science in Latin America and the Caribbean
sfdora.org/2025/12/19/bogota-m

Three strategic pillars 👇

One of 11 guiding principles:

Critical : Foster training and collective reflection on and responsible assessment as transformative practices

Pillars of the Transformative Proposal
Open science as a public and common good: It calls for a comprehensive openness of the scientific process — from data production to research assessment — that eliminates economic, technological, and linguistic barriers, promotes collaboration among diverse actors, and recognises the plurality of knowledge(s).
A new model of socially relevant research assessment: It advocates replacing commercial metrics and rankings with responsible, participatory, and context-aware assessment systems that value the diversity of trajectories and the social, environmental, and cultural impact of knowledge.
Epistemic and technological sovereignty: It defends public and regional control over the infrastructures, platforms, and technologies that make science possible, ensuring multilingualism, openness, and ethical use of digital technologies.

New research in Journal of Informetrics asked 2,300+ social scientists from 42 countries: what are your top-3 publications?

:doi: doi.org/10.1016/j.joi.2025.101

Only ~40% of self-identified “top” works also ranked in the author’s top-3 by citations. Even tripling citation counts wouldn’t push nearly a third of them into the bibliometric top. And 17% of “best” works don’t even appear in Scopus - especially in sociology and political science.

📘 New Publication: Promising stories from the GraspOS Pilot studies

In this booklet, we present the implementation pathways and outcomes of the nine GraspOS Pilot studies, aimed at advancing Responsible Research Assessment (RRA) and strengthening Open Science practices across the European Research Area.

In the past three years, the GraspOS Pilots co-designed, validated, and evaluated Open Science-aware indicators, tools, and services for RRA across three assessment contexts:
* Funding agencies and national stakeholders using infrastructure to support funding evaluation processes.
* Universities, including departments and research groups, interested in recruitment and assessment.
* Thematic disciplines that establish domain-specific assessment criteria aligned with disciplinary needs.
The booklet offers concise narratives highlighting the activities, results, and insights from each Pilot.

Although, or perhaps precisely because, the participants at the Research Assessment conference tend to be experienced and committed individuals, it is a very interesting conference. Many challenges are addressed, and at the same time it is motivating to see how small steps can change thinking and behaviour with regard to cultural change in science.
