Concerns grow over ‘shoddy’ work as CES collapse leaves households in limbo
Nearly 300 jobs were lost when CES, which operated a major base in Llansamlet, ceased trading on 9 January following the UK Government’s decision to scrap the ECO4 funding scheme. The scheme had provided grants for home energy‑efficiency improvements, particularly for low‑income and vulnerable households.
Since the announcement, residents across Swansea and the wider region have contacted Sioned Williams MS, raising concerns about incomplete installations, unresolved faults and poor workmanship carried out by contractors working on behalf of CES.
Households left with no recourse
A BBC report cited a CES spokesperson confirming that the company would not be able to complete repairs or address existing complaints. Many of those affected are believed to be elderly or already living in fuel poverty.
Sioned Williams MS, Plaid Cymru Member of Senedd for South Wales West, said:
“The recent news that Consumer Energy Services has ceased trading has sent shockwaves around the region I represent: initially in terms of the job losses at Llansamlet and the impact on the vital work to reduce fuel poverty in Wales, but now it’s becoming apparent that many have been left suffering from shoddy work at the hands of contractors operating on behalf of CES, with little clue as to how this will be resolved.”
She said constituents had reported homes left in a worse condition than before applying for ECO4 grants, with no clear route for repairs or compensation.
Questions over oversight and funding
Ms Williams said the collapse raised wider concerns about how the ECO4 scheme was overseen and the impact of its removal on efforts to tackle fuel poverty in Wales.
She highlighted reports that CES recorded significant profits in 2024, despite growing complaints from customers about workmanship and unresolved faults.
Sioned Williams MS said:
“Wales has some of the oldest, coldest and leakiest housing stock in Europe, and it’s concerning that this funding stream, which was greater than the Welsh Government’s own Warm Homes Scheme, has been scrapped with no replacement to date.”
She added that the loss of ECO4 funding would have a direct impact on the Welsh Government’s ability to support vulnerable households, particularly during winter.
Impact on Warm Homes programme
Ms Williams has previously questioned Welsh Government ministers about the reliance on ECO‑funded work to supplement the Warm Homes programme. She said the Chancellor’s decision to end ECO4 at the end of March would remove around £150 million a year from energy‑efficiency work in Wales.
Sioned Williams MS said:
“It is imperative that Welsh Government now review the effectiveness of their own Warm Homes programme, because the real fear is that this matter is a serious blow to ensuring warmer and more efficient homes in Wales, right in the middle of a very cold winter.”
Hundreds of workers still seeking answers
CES employed around 295 people across Swansea and Treorchy. Administrators have confirmed the company has ceased trading with immediate effect and will not complete any further work for customers.
The collapse has left both workers and households facing uncertainty, with local representatives calling for urgent clarity on how outstanding issues will be resolved.

Having redundancy is important on many levels.
If we specifically look at the FediVerse, all of us need to realize the following:
* There is no cloud it is somebody else's computer.
* Having that server online costs money.
* cash is deliberately kept scarce by those in power.
At the end of December 2025 I received a dreadful message from the maintainer of a FediVerse server owner. It is the second of such dreadful messages. The owner had to shut down the server because the costs to keep it online where unbearable.
This particular case jumped out because the costs were about two and a half thousand dollars per month!
I immediately ask myself what kind of configuration was run, in order to justify that heavy amount of money to run the server. USD 2500 is on the amount of a monthly salary of skillful people living in highly developed countries.
In my country people have to make do with pennies in comparison for a full month's work
I have an internet friend who runs FediVerse servers setups, using freeBSD tools on VMs which cost him just EUR 4 a month per VM. If those two people had only met at the time that the second one was creating a server he would have stayed online for years, with just one month of his spending; 625 months to be exact. Per year that would be 7500 months which would be 625 years much longer than the lifespan of all of us reading this.
Alas they've had no contact and another one bit the dust.
All of us who are users on different servers, need to realize that somebody is always paying the bill
It can vary from just EUR 4 but can even climb to astronomical levels of USD two and a half thousand as I learned then.

When you wanted to fetch an image you had to go through Archie for search, FTPmail at decwrl.dec.com, to transfer the file, learn scripting languages, before you could get one image from nasa.gov.
You had to Binary convert and uuencode the jpeg file hack it into 64kB pieces, and revert the process at arrival, before you could see it.
All connections were once a week where you needed to dial internationally to upr2.clu.net which cost a hefty amount of money almost bankrupting the director of the University computer center who initially payed out of pocket.
I know how much the internet can cost when you need to run a server.
Always be thankful and grateful when you're allowed to work on someone else's computer on the internet
Realize that on walled Gardens you pay with your data, personal uniquely identifiable data. Walled Gardens sell your data for about USD 4000 a person.
Make accounts on different FediVerse servers so that you are not cut off, when one bites the dust.
Use your own offline storage for your important documents toots.
Used triple tier backup systems.
Remember that someone always pays a bill for whatever you do on the internet.

Mass redundancy as Swansea energy firm goes into administration
City Energy Group announced a restructure which means hundreds of jobs will be lost at Consumer Energy Services (CES) in south Wales.
On Friday, the group blamed the restructure on “the run-down” of the UK government’s ECO4 funding scheme, external.
The initiative, aimed at improving energy efficiency in low-income and vulnerable households, is due to come to an end this year.
A notice posted on the Consumer Energy Solutions website on Friday revealed the company had “ceased trading with immediate effect”.
A spokesperson on behalf of the board of City Energy Group said:
“The conclusion of the ECO4 scheme created significant headwinds for the CES arm of our business, which generated significant revenues for this specific subsidiary.
“Despite exhaustive efforts to secure a solvent path forward, regrettably it was not viable to continue trading.”
They confirmed CES employed 295 people in Swansea and Treorchy, Rhondda Cynon Taf, adding administrators would now be responsible for supporting staff, which includes outlets such as Job Centre Wales and Careers Wales.
The jobs being lost are expected to include sales advisors, project planners and staff in heating and insulation departments.
CES said employees would be contacted directly to confirm the next steps and how claims will be processed.
The spokesperson added:
“We will be unable to carry out any remedial works or repairs, or to progress or resolve any existing complaints.”
Previous customers who had an installation completed by CES and may be experiencing issues are being referred to insurance-backed guarantee providers for advice.
A spokesperson for the Department of Energy Security and Net Zero said:
“The ECO and GBIS schemes were not delivering value for money.
“We are instead investing an additional £1.5 billion into our Warm Homes Plan, taking it to nearly £15 billion – the biggest ever public investment to upgrade homes and tackle fuel poverty.”

Ukraine might suggest that building grids which can be interconnected, and keeping the size of each feeding heat pump to moderate enough that several at separate locations feed into each grid, would be wise.
We have a grid, or at least a loop, being built in Exeter, but I think to start with most heat will be reclaimed or made, rather than pumped from the river. Which is a pity.
