Not sure I'm following. Every passkey is unique per account + site combo.

A site using passkeys does not necessarily mean cryptographic hardware authentication. All passkeys are phishing-resistant credentials which use public / private key pairs.

Most credential managers (password managers) create synced passkeys, which as the name implies, allows the CM to sync them across your devices. When you install and then sign in to the same credential manager on another device, your passkeys will be available there as well.
