Your complaint was that they were riding 30 mph in the bicycling lane, not that they weren't registered or didn't have insurance, which e-bikes aren't required to have.
It sounds to me like you don't have a clear idea of what you don't like about it and, as a result, want to apply rules that you don't apply to cars - a double standard.

I'm not certain what you're asking, so I'll answer both questions.
The alternative to numbers is navigation keys - arrows, home, end, page up and down - and insert and delete. You can do everything on a wider cluster in a tighter, closer space. For example, you can select text, cut it, move the cursor and paste it without moving your hand.
I've used it this way for 30 years. I can only assume others do as well since NumLock still exists (on every other OS).
I don't know who claimed otherwise, but rollerballs can be very smooth, especially compared to a possibly unaligned and unsmoothed nib.
Their disadvantage is that they typically can't be re-filled, and the ball wears out in any case.

Between 1982 and 2010 (when I switched to ChromeOS full-time), not once did my keyboard's 10-key stop working. Not on MS-DOS, not on Windows, not on FreeBSD, not on Linux.
But since then:
- NumLock *still* doesn't work on ChromeOS
- The Delete key doesn't work on Linux #Chrome.
- The arrow keys don't work on Linux #Androiddev Studio.
What the heck? Are keyboards suddenly great mysteries for you, Google?
I wonder if they need to separate the red into red and orange (or just add a 5). Moorpark just north of the freeway is a 3 lane freeway unto itself, with cars regularly trying to share a lane with me, despite having 2 other lanes to use. Sunday morning!

- magnetic resistance, not friction or a fan

There are surely people who wouldn't cycle under any circumstances, perhaps due to distance or weather, but yes, it appears most (or a lot of) people would do it if they weren't terrified the whole time.
If everyone could switch on the same day, it might stick. That's why we have Bike to Work days and Knock out the Refinery For a Day planning sessions.
