Facial recognition is purposefully bad on non-white faces. Non-white people, no matter how uninvolved in supposed "crimes", are given the trouble of legal expenses to defend themselves. That same tech, which is better at detecting individual white faces, keeps white people in check, especially in case some of them go out and do active work.
